I would guess it was done simply to make the tracks more consistent (and perhaps also make the card row appear less busy.)

I'm not sure I see any issues with 3-player Endeavor. We played our first game over the weekend with 3 players, and opened 4 regions without any difficultly (or having any idea what we were doing, really.)
